All Roads – Leading the Way Home (formerly known as the Boulder Shelter for the Homeless) is unique in Colorado, combining emergency shelter with a range of innovative programs and collaborations to help people obtain their own homes. We believe that the solution to homelessness is housing, and we are proud to have helped 303 people gain or maintain their own stable housing in the past year. Our programs include housing-focused shelter, coordinated entry, permanent supportive housing, navigation, housing retention, and outreach to unsheltered people experiencing homelessness.


All Roads was founded in 1982, and we have opened our doors to Boulder County’s most vulnerable residents every single day since then. We provide emergency shelter for up to 180 people each night, support 190 other clients in Permanent Supportive Housing, and in the past year have provided services to a total of 2,400 through our various programs.

Mission

The mission of All Roads is to create avenues to stable housing for our community's homeless adults, from a foundation of supportive services and safe shelter.

Background Statement

Homelessness is the most salient social issue of our time in Boulder County. In 2023, 1,220 adults sought assistance through the county’s coordinated entry process due to homelessness. Census numbers also suggest that more than 50% of renters in the county are experiencing housing insecurity, meaning they spend more than 30% of their income on housing.

Being homeless has a cascade of adverse consequences. One example: people who are homeless have higher rates of illness and die on average 12 years sooner than the general U.S. population. We face a public health crisis for this population, who are most commonly receiving treatment through emergency department visits and extended hospital stays because they cannot safely be discharged without a home in which to recover.

All Roads believes in housing our most vulnerable clients and giving them the support they need to stay housed and lead fulfilling lives contributing to their communities. Our staff work to help clients gain permanent housing with few treatment preconditions, behavioral contingencies, or barriers, and work to develop supportive service plans that are consumer-driven, flexible, and voluntary.

And our work has been proven to be effective. In particular, permanent supportive housing has been demonstrated to improve physical and mental health, provide people with autonomy and dignity, and reduce active substance abuse – at an estimated cost to a community of about half of what it costs when the same individuals are left homeless.
