BCAP’s HIV Care Services provide people living with HIV (PLHIV) case management; health insurance navigation; a food pantry with option for home delivery; financial assistance for basic needs (housing, utilities, transportation, oral healthcare); and pro bono psychotherapy services. Staff provide access to affordable housing, including a group-living residence owned by BCAP and 15 federally funded housing subsidies managed by BCAP. BCAP’s HIV Care Services support PLHIV’s engagement in medical care/treatment and achievement of an undetectable viral load (very low levels of HIV in the body). PLHIV who maintain an undetectable viral load experience improved health outcomes/increased life expectancy and cannot sexually transmit HIV.

BCAP’s Prevention Services reduce HIV/HCV/STI transmission via detection, linkage to care, harm reduction strategies/supplies, and education. These services include HIV/HCV/STI Counseling, Testing, and Referrals at BCAP and 15 community-based settings; Pre-Exposure Prophylaxis (PrEP) Services, including education/navigation; Syringe Access and Street Outreach, providing people who use drugs and people experiencing homelessness with harm reduction education/supplies, including Narcan, and ready-to-eat food/beverages; Atlas, an HIV prevention program for men who have sex with men; Speakers Bureau, providing HIV presentations to students and other audiences; and Community Outreach, including event tabling and social media, to priority populations and the public.

Mission

The Mission of Boulder County AIDS Project is to provide support, advocacy, and education to those in our community who are living with or affected by HIV and AIDS, and to serve as an outreach and information center to prevent the further transmission of HIV.

Background Statement

BCAP was founded in 1985 after Boulder County Public Health (BCPH) staff gathered local LGBTQ leaders to strategize how to respond to the widespread fear and misinformation about HIV/AIDS. BCAP began operations with volunteers answering an HIV information line and supporting ~50 people living with HIV (PLHIV). In 1988, BCAP was designated a 501(c)(3) nonprofit. BCAP hired its first staff in 1989 and received Ryan White CARE Act funding to provide case management to PLHIV in 1990. New, effective HIV treatment became the standard of care by 1996. BCAP expanded its focus from helping PLHIV prepare to die to helping PLHIV access medical care/treatment. In 2003, BCAP began offering HIV testing. The HIV/hepatitis C (HCV) syndemic led BCAP to expand services to include HCV testing in 2008 and syringe access in 2013. In 2020, BCAP started the first food pantry for people who use/inject drugs in the Boulder region. In 2021, BCAP began providing PrEP Services and STI testing (syphilis/gonorrhea/chlamydia). BCAP expanded to a budget of $1.75 million and 15 FTEs: 7 HIV Care Services, 5 Prevention Services, 2 Administration, and 1 Development. With offices in Boulder since 1985 and Longmont since 2006, BCAP is the only HIV Service Organization serving Boulder, Broomfield, Gilpin, and Clear Creek counties. Annually, BCAP reaches ~260 PLHIV with HIV Care Services and ~14,000 people with Prevention Services.
