The need for a coordinating arts agency emerged from the 2003 Arts Summit attended by about 150 in the local arts community. At the time of the Cultural Office's founding, Colorado Springs was the largest city in the country without a professionally-staffed cultural office. Though such offices typically operate as part of local government, Cultural Office founders believed that a nonprofit organization would be more effective, more inclusive and more community-driven.
The Cultural Office of the Pikes Peak Region (COPPeR) was founded in 2006 to promote the creative arts industry in its entirety, including strengthening local arts nonprofit organizations, promoting better business practices within the creative industries, and leveraging individual artists to showcase the value creative arts bring to our community by enhancing economic development and raising our quality of life.
