Background Statement
The Center for Employment Opportunities (CEO) began as a demonstration project of the Vera Institute of Justice in the 1970s, becoming an independent nonprofit serving New York City in 1996. At CEO, we believe that if formerly incarcerated individuals are provided structured employment interventions when they are immediately released from prison or jail, then they are more likely to overcome the cycle of recidivism and build a positive foundation for themselves and their families. We believe that anyone recently released from incarceration who wants to work has the preparation and support needed to find a job and stay connected to the workforce. CEO recognized a need across the country for effective workforce reentry programming. In 2009, CEO began to replicate its program model. CEO is now the nation's largest employment reentry provider in the country serving returning citizens in 26 cities across ten states. Working on one issue with one population for several decades has enabled us to hone an expertise that is unmatched among peer organizations. Annually, CEO serves over 6,000 people returning home from jail or prison. Since our inception, we have made nearly 30,000 full-time job placements for formerly incarcerated individuals (with more than 4,000 employers).
Our first wave of expansion began in Upstate New York, California, and Oklahoma. A fidelity assessment conducted by MDRC demonstrated CEO's ability to replicate our successful outcomes in multiple communities. With this evidence, CEO began identifying more target communities that would benefit from these services, including Colorado. CEO Denver launched in May of 2017 through a partnership with the Governor's Office of Community Partnerships, the Colorado Department of Transportation (CDOT), and the Colorado Department of Corrections (DOC). CEO has continued to garner the support of DOC and CDOT, built a successful relationship with Denver Probation as well, and opened a second office in Colorado Springs in September of 2018.
CEO's current business plan seeks to 1) grow to serve more people and 2) implement enhancements to our program that will deepen our impact among the people we serve. In Denver and Colorado Springs, part of this growth and enhancement includes increasing the number of young adults we serve. At CEO we work to target our services towards people with the greatest barriers to employment and the highest likelihood of returning to incarceration.
