  • Train and Equip First Responders Nationwide: We educate animal law enforcement officers, emergency responders, and community volunteers, preparing them to respond skillfully and compassionately to animal emergencies. In partnership with Colorado State University, our training programs reach more than 1,500 students a year.

  • Create Stronger, Safer Communities: Through public education, response training, and hands-on rescue, we help communities prepare for and respond to disasters in ways that protect both people and animals.

Code 3 Associates is committed to providing professional disaster response and resources for animals and communities. We also offer specialized training for individuals and agencies involved in animal-related law enforcement and emergency response. Our mission of building disaster capable communities for people and pets is achieved through hands-on animal search and rescue operations during disaster events and our certified animal welfare training.

Background Statement

Founded in 1985 in South Lake Tahoe, California, Code 3 Associates began with a vision: to provide essential training for law enforcement officers facing complex animal-related situations. Ten years later, in response to the needs highlighted by the Oklahoma City bombings, we introduced BART (Big Animal Rescue Truck)—a fully self-sufficient, state-of-the-art vehicle designed to support animal rescue and care in disaster zones. This innovation marked the beginning of our commitment to bringing specialized resources to emergencies impacting animals.

Incorporated as a non-profit organization in 1998, Code 3 Associates has grown from a single visionary volunteer into a robust network of full-time staff, adjunct instructors, and dedicated professional responders. Supported by highly trained response leaders and passionate volunteers, our team works tirelessly to carry out our mission of protecting animals in times of need.

Today, our reach extends beyond disaster response. In partnership with Colorado State University, we offer a broad range of animal-related training programs and academies across the United States. Each year, we educate over 1,500 students, equipping them with critical skills for animal law enforcement, emergency response, and humane animal care. As we continue to grow, so does our commitment to building a safer world for animals and the communities that support them.
